The reality of millions of dollars in damages will definitely change her town’s mind about it. I hope the voters of that town are prepared for a pretty significant tax hike to pay for their voting in government bureaucrats like her..

If the County’s liability insurance won’t pay for her egregious dereliction of duty, she should be held personally liable; the County should refuse to pay any judgement against her.

Agreed, and if she continues to refuse to do her job, than the government has a responsibility to compel her to do so, or leave and let someone else take her place.

Then quite your job Mrs Davis. As a government official, you cannot pick and choose which of your job you will do. Either carry out all of your duties or resign. Its that simple.

I bet that insurance company liable for legal damages puts some pretty heavy pressure on the Mayor and City Council to do something about it real quick.

Well it would be the County, not the city, and there is nothing they can do because County Clerks are elected officials in Kentucky. The only option would be to arrest her for refusing to perform her official duty, which is a misdemeanor.
